Non-objective painter; New Hope, Pa. and New York, N.Y. Known also as Bill Ney. Born in Friedenburg, Pa. and studied at the Pennsylvania Museum School of Industrial Art and at the Pennsylvania Academy of the Fine Arts. Won a Cresson travelling scholarship in 1918 and travelled to France with Abraham Rattner.
